In March 1990, in the San Martín de Porres Parrish, a Social Service office was created for all indigent people, thanks to the efforts of Father Lucas Casaert o.m.i., Mrs. María Teresa Aspiazu, Mrs. Irmgard Radefelt de Villegas, and Mrs. María Cristina Viaene Catalá.

After having completed a socioeconomic study of the area, it was noted that one of the priority needs was that of abandoned children and the Niño Feliz Project was created with the objective of providing assistance to children by covering their three basic needs: nutrition, health and integral education, by means of a Sponsorship System.This became the Niño Feliz Foundation in May 1996, by Ministerial Resolution Nº 097/96 and it now has its own legal status.A cafeteria for children was inaugurated on October 12, 1991 to feed 350 children. We also took over the Santa Rosita Childcare Center that had closed its doors due to lack of funds, and as of February 21, 1992, we have been taking in single mothers and abandoned mothers who need to work but do not have anyone with whom to leave their children.We also created trade schools in: literacy, sewing, beauty and shoemaking so parents can learn a trade and generate income for their homes. At the same time they are given the opportunity to be useful to society and feel better about themselves.

The Niño Feliz Project has a council and is advised by a group of auditors in charge of coordinating semester and annual financial statements and the corresponding evaluations under the supervision of the Institution Director.
